Noem signs bill to prohibit transgender surgeries and more for minors

South Dakota Gov. Kristi Noem (R) has signed legislation prohibiting health care professionals from performing sex reassignment surgeries, puberty blockers, or hormone therapy on minors.

The law prohibits health care providers from knowingly providing services to validate a minor’s perceived identity that conflict with the minor’s actual biological sex — prohibited services include puberty blockers, various surgeries, and testosterone, estrogen, or progesterone in amounts greater than would naturally be present in a patient.

In addition, if a professional or occupational licensing board determines that a healthcare professional has violated the prohibition, “the board must revoke any professional or occupational license or certificate held by the healthcare professional.”

Noem, who took office in 2019, was re-elected in 2022.
