Billionaire entrepreneur Elon Musk has sparked controversy by accusing the US Agency for International Development (USAID) of financing bioweapon research, including projects allegedly linked to the emergence of Covid-19. Musk went as far as labeling the agency a “criminal organization.”
The accusation came in response to a social media post by user @KanekoaTheGreat on Sunday, which claimed that USAID had allocated $53 million to EcoHealth Alliance, a US-based nonprofit. The post alleged that these funds were used to support gain-of-function research on coronaviruses at the Wuhan Institute of Virology in China, potentially contributing to the creation of Covid-19.

While Musk did not provide further details, the original post also claimed that “the CIA’s deception regarding COVID-19 origins becomes much clearer when considering USAID’s long history of serving as a CIA front organization.”
In a separate post, Musk doubled down on his criticism, replying to a video about USAID’s alleged involvement in internet censorship and “rogue CIA work” with the statement: “USAID is a criminal organization.”

EcoHealth Alliance has been embroiled in controversy due to its collaborations with the Wuhan Institute of Virology. The organization has denied conducting gain-of-function research, but in May 2024, the US Department of Health and Human Services suspended all federal funding to EcoHealth Alliance, citing concerns over its oversight of high-risk experiments and failure to promptly report research activities.
CIA’s Shifting Stance on Covid Origins
The CIA has reportedly shifted its stance on the origins of Covid-19, with a spokesperson stating last month that it is “more likely” the virus originated from a lab leak rather than a natural source. This change followed the confirmation of John Ratcliffe as CIA director, who has been a vocal proponent of the lab-leak theory, calling it “the only theory supported by science, intelligence, and common sense.”
USAID’s Global Health Initiatives
USAID has a history of funding global health programs, including the PREDICT initiative, which aimed to identify viruses with pandemic potential. Running from 2009 to 2020 in partnership with EcoHealth Alliance, the program was followed by a $125 million initiative launched in 2021, known as the Discovery & Exploration of Emerging Pathogens – Viral Zoonoses. However, this program was shut down prematurely in 2023.
Musk’s accusations have reignited debates about the origins of Covid-19 and the ethical implications of US-funded research, further fueling calls for accountability and transparency in global health initiatives.
